Way ack in 2000 the commuters sof Delhi were fleeced by rampant meter tampering by TSR and Taxis. They also refused to go by meter. Most of the TSR were owned by Financiar Cartel and were given on hire. The hre charges used to increase with increase in fare so that the operator gets only fixed daily income. This position was confirmed by a Committee appointed by Delhi Govt under Chairmanship of Sh. Rahul Khullar IAS.
However, despite now Ola & Uber players adding to the fleet, there is no change in behaviour of TSR. The operations of Yellow Top Taxis have been minimised but whenever there is an opportunity they still make killing.
